Take a single water molecule. The definition of wet is covered with water. Is a water molecule covered in water? Nope.
Wrong.
The definition of wet is covered with water
or another liquid.Note the part in BIG RED LETTERS.
If a rag is saturated in gasoline, diesel, kerosene, etc. it is wet.
Furthermore, if a single molecule of water sits on top of a single atom of helium, it would by definition cover the helium and thus make it wet.
