I kept forgetting to bring this up, but now's as good a time as any, but I honestly think that the fact pirates can't use their own banks, but can use others should be reversed.
A wanted criminal shouldn't be able to go into a bank as a client, except if he owned that bank(can't exactly tell the fellow who writes your paycheck to pike off). How it is now makes no sense.

Would charter bank effect apply to pirates?
Generally i dont think this should be changed

Like William said if it changes in should change to the point where Pirate can enter, withdraw and deposit money but their bank can't operate publicly.
As far as other peoples bank I wouldn't want to block anyone from getting theor money but maybe pirates would have small very small (0.02%) percentage of corruption fee to pay from getting money from other banks (he needs to pay official to stay unknown to the governement).

Pirates can access any public bank currently with exception to their own. I see no reason to change this.

Historically, did Pirates have bank accounts? I don't think so, but perhaps.
We have come to know that pirates bury their treasure and hide it well. X marks the spot goes the old wives tale.
Perhaps, the solution is a nerf to Pirates who bury gold. Less turns to bury and retrieve? IDK

Perhaps we should create the hanging system, when a player attacks a fleet, the player is hung and has to start a new account?
