Fleets in port do not show available

i have two fleets in a port but i cant assign them to fishing or use to attack them

Someone casted shadow fleets on them.

Do you still have the issue? What do they show (ie Docking to port)? Fleet ids?

Have they been fishing or were at the shipwreck hunt?
Have they been attacked?
Can you remember if you issued any shipwreck hunt or new fishing missions at the two fleets in the past day?

Please reply each question.

it now shows them in port but
1,)i cant assign trade routes for them
2.) none of them attacked
3.) they cant be sent on ship wrecks or fishing it says no fleet in port
if i assign the ships to other fleets that fleet becomes unable to be assigned routes till i remove said ship

That's a good starting point, but that shouldn't prevent you from selecting the option. You should still be able to set the routes, the fleets will just go nowhere.

You also need a number of merchants hired before you can set those.

That only applies to Trade Routes. Fishing Routes do not currently require any additional officers (besides captains and admiral) to fish.
