Regarding Metallurgy tech it says-
2.5% per level bonus on each ship's Iron Scantling (PvP only)

My question is, if no attribute points have been assigned to a ship scantling, is there still 2.5% bonus applied to a base scantling amount ?

I know I can use cannons with 0 atts assigned to round shot and do damage to opponent ship but much harder to tell in a battle report if the metallurgy is having an effect on my ship scantling with 0 atts assigned or should I have at least 1 att assigned to scantling for this tech to work?

I am currently working on my Education Research. The description says each level reduces research time by 2%. I am at level 8 currently, however Where it says how much percentage reduction it says I have 0% reduction. "Current Academy Research time Decrease: %" Any thoughts on this?

Edit...My Academy is at level 4.

The +5 points are an example on a 10point attribute. The bonus will be percentage based. So, 0 points at Iron Scantling will mean 0% bonus.

These techs will improve the importance of both round shot and iron scantling that some ships currently need.
