Suggestion for next draft: All inactive players only.
Getting the final blurbs might be a problem but might as well do it regardless.
Not like they are going to meet on the battlefield or anything like that.

I think its an irrelevant rule : let the captains pick who they want. If its an inactive that a large chunk of the playerbase have never seen, well, that will cost votes so it's a self-correcting feature.
