That would be correct. They aren't moving it is an optical illusion that occurs when your eyes aren't focused on the picture.

Hornswaggle! - Number Block Challenge

Guidelines: All are welcome to participate as much as they want. The winner is the person with the correctly filled out puzzle and older timestamp. In the case of multiple people having the right answer and the same timestamp, the loot is divided (rounded up). The round continues indefinitely.

This puzzle is fairly straight forward and not massively difficult. But it does take a little time and patience to solve.
