Ship tech: Track mounts and swiveled barrels

What if we could upgrade our accuracy through tech? Here is my idea:
Track mounts and swiveled barrels tech (unlocked in academy after gunpowder tech 5 and metallurgy 10.)
Levels up to level 20.
Each level increases accuracy of cannons by 1.5%. Also increases critical damage by .5% per level.
Each level will require the following: Gold, Iron, Tools, and Gold Bars. Not sure what each level will cost but i will get there if enough people say this is alright.
Thoughts?

Something very similar to this has been suggested before. Will provide link once I find the suggestion.

I thought so. thanks. But I think anti-personel weapons are a no-no already.

yeah. I recall I proposed a tech to help kill off crew and was shut down for reasons that have been stated repeatedly. Granted I wouldn't be against adding this as a tech for a different benefit aside from crew killing, but not accuracy improvement-since gunpowder and metallurgy more or less exist to balance things out a bit given how much better the other options are then them.
