Voodoo Time Fix.

Instead of voodoo such as FoJ applying at the end of every hour, instead it works in an hour from it was cast.

Ex: If the voodoo was cast at 1:30, it applies at 2:30, NOT 2:00.


As well,
Treasury payouts occur when they finish, NOT when they finish and the next hour.

-1 this gives the players time ( A hour to remove it, and just to piss off the player casting they would remove it on the last min.)

nope I just want to remove glitches out of the game and this tactic is one of them
