It isn't about making enemies or planning ahead. If you are currently at the head of a nation mission list and 10 players surpassed you in hostility, do you think that you should still be worth 10 rank points since you were the leader at the time the nation mission started.

Yes that is true. That is why I said update daily. You can bump somone off the the top 10 hostility list rather easily, but they would stay on the nation mission list until it updated at the end of the day, thus they are still a target.
