Just thought of the top of my head.

For there to be a On/Off switch in Parliament.

Of which the King/Queen, would have to be the leader for 30 Days to change this switch.

When this switch has been activated, no Laws/Payments are to be made.

Until this switch has been turned off.

( Such payments can be made only by King that proposed such)

Or.

( Senior members that have been in the nation for 90 days )

What prevents a king (30 days) or a Senior Nation Council Member from just constantly switching it back and forth.

You had one job king, push the button when needed.

Anything that would render "take overs" impossible is not in our interest. What we could discuss is the right of every person to decide on his own payment dispatches. Unless he is not a member of the treasury where in this cases the rest will be able to initiate payments.
