Well it is completly legal to transfer ships with commandeer. Transferring credits is also. So don't think it would change much.
There can be a set minimum on each ship maybe?
Instead of bringing something down, add to it to make it better.

The credits you recieve cannot be transferred back to the player.

I think a delay when buying ships on the market is a good thing. It does at least make it slightly more difficult to instantly get the ships needed RIGHT NOW. Sure, there may be other ways to do this, but I think making it even easier is not a good idea.
