Really? They enjoy newbie protection. And while small, they are not interesting targets. Most quit long before they get to the point where anyone attacks them.
They need to join a guild. Also, they need to NOT get SoLs as newbies. That's among the first thing I tell recruits at T'zak Ryn. Another name for a newbie with SoLs is "a target".
I think most quit early because they joined to play a pirate game, and the see no action in their early game play. To see action, you need to join a guild, you need to first learn the game by growing, and then you need to find out what action is possible. And do that with your guild, NOT alone. But to get to that point takes time. And it also requires that the new players actually chat. I find that players who join our guild early, and is active in guild chat and responds to personal messages, are far more likely to stay in the game than others.
