Mutiny and Loyalty

I noticed that there really isn't many ways to hurt the crew of a ship. there is no voodoo that hurts crew, except for increasing crew cost so here is an idea I had
Mutiny. Uncommon. 10 turns.
Cast on Target fleet. Target fleets crew is reduced to 50%. and ships in target fleet will be unable to recruit new crew for 12 hours.
Loyalty will be the counter
Loyalty-Uncommon-10 turns
Cast on target fleet under Mutiny, Fleet will be able to recruit crew again, and be safe from mutiny for 24 hours.
