[No Bug] Not on board after i used fugs

I used fugitive from justice on an inactive player who had a nice fleet just sitting in a port i used 3 of them and hes not on the board now im new to raiding inactive players but i did my home work and i know this isnt right i dont want my voodoo wasted like that....

First are you sure you are on the right port?
Second are you sure that the inactive player you tried to lite up has any ships?

He'll appear in 11 minutes, unless he's not inactive, or he's guilded.

hes not active but his fleets there and he never showed on the board

was the person you lite up Huha D. Thrones? if so well he is on the board meaning there is no bug.
