[No bug] Marquess mission for MoW

I have recently become a marquess for the country of France. But I received no MoW. I have also been a Marquess of Germany. But I received a MoW for that. Is it only possible to earn 1 MoW from missions ever? Or is this actually a bug?

There is a limit of 1 mow per player. So there is no bug. If you noticed the mission briefing, it should not mention it anyway.
