It is perfectly possible for 1 player to change the game balance. What really happens though has reminded me of a quote of Abraham Lincoln.

You can fool all the people part of the time, or you can fool some people all the time, but you cannot fool all people all the time.

You just need to paraphrase it a bit by replacing fool with control.
