It's just a general example. As well, having a single bounty placed against you isn't a full scale assault. I can place a single payout bounty against a player.
If a nation council decides to place a bounty against player x, a single player would have to place the bounty currently. What prevents the remaining council from turning their back and saying it was a personal vendetta. There is no log. A forced vote to do so would make it a nation decision to issue the bounty not just the a single player.
