The standard mentioned by Dez is to give captains a more level playing field in selecting their picks. As I said before, if the rule for activity is that the player must have logged in, how would a captain know if someone has logged in or not. It would essentially allow any player to be selected as there is no means to know when every possible candidate has logged in or more importantly if they haven't logged in recently. Guilds give some insight but not every player is in a guild so that mechanism can not be fairly used across the board.
So like I said before, as a player could simply log in and out, using your logical train of thought they should still be considered active. But since I can't confirm that for non-guild players, a fellow guildmember saying they logged in recently cannot be the sole determination for activity. Thus logging in can't be the sole determination for being active, as a non-guild player could log in and out and be "active" and we would have no means to verify that they are active.
Since simply logging in can't be verified for all players, it can't be the only determination for activity.
