If so, this may need to be balanced out of the system by making the chance that you find a treasure proportional to treasure size, i.e. the 1000 gold treasure as a 1000-times chance of being found over the 1 gold treasure.

Working it this way would seem to make sense to me. A huge pile of treasure is probably easier to find than 1 gold coin buried in some sand somewhere. Especially so if you dont have a metal detector.

Doesnt the treasure hunt find the largest haul available that you can find with the number of turns you commit? You'd only end up with the 1 gold coin if you didnt use enough turns to find anything bigger?

I think treasure hunt needs some refining. I am not sure what info I can share here but I had very little treasure in Tortuga buried with very few turns. For 500 turns you would think you would at least hit npc treasure and not my piddly stash.

The goal is to use lots of turns and go for the big one. There's 25 million buried in Baramas... I'm in a another port with all my turns in it but if someone buries some more gold there i'm going for it.

It is not a flaw in the treasure system but a major success of the people burying treasure. With the number of turns being invested into protecting large amounts of treasure, it takes much more to actually find more than 1 gold. It is not diluting the larger treasure for when you bury treasure it is added into the large amount. It doesn't matter when you bury the treasure. It is the sheer number of turns that are put into protecting treasure that makes it more difficult to only use 500 turns and get more than 10gold. I suggest using 2.5-4 thousand turns.
