Baramas - Operating Licenses

Here are the costs for Operating Licenses in Baramas:

TK's Allies / Citizens - 1M
TK's Peace Treatied nations - 2M
Anyone else - 3M

Yes but this is for the game, for construction licenses.
Operating licenses are sold by the port controllers.

We will sell at IoM at 3M at this time as it falls to anyone else category. Still, a fair price I believe, for a port where you can get acres for 10gc/day.
