This is unnecessary, as there is already voodoo like swarm of worms that reduces a fleet's defense. But you are getting at something here. It could be too OP though. If you had 2 bless on one of your fleets and then cast 2 of these on a target that's a total of a 20% advantage.

So, I can cast DoW on my fleet to counter the effect?

Frankly, this is unneeded in my opinion. Already plenty of tools to weaken or strengthen fleets to make battles easier.
