Don't worry, he has a 1000 turns to go through before retribution can be brought on his ships. That will take a couple of days. Let him have his fun.

I recall a player who used the bare minimum of turns to build a fleet and then set it on a comparable Treasure run with no fear of being hit or gaining too much danger as he could not be touched by anyone of experience.
